I need a reading of my birth chart.

I'm hoping to strike some sort of deal with someone here who is very good at reading birthcharts.

I do not trust just anyone, though. I'm confident Father Satan will make it so, that one of the one visuals I trust will be the one doing the reading.

I trust these individuals for both their competency and their lack of guile.

I'm not wanting anyone who will blow sunshine up my butt. I need someone to tell me what they see.

I don't have much in the way of money but will make a contribution, if I can do so. Otherwise, maybe there's something else they need.

Having a skilled person read it is a good start and learning to read it for yourself is best in my opinion. 
Reading your Lunar Return, and Solar Return, Synastry with other people etc. These are key in understanding stuff about your life circumstances and why sometimes things don't go as planned etc. 
Maybe you are struggling with meditations, and you read your Lunar Return or whatever explaining why this is happening.

Astrology is a bit complex however I suggest not to disclose you chart to unkown people as it can be used to asset attacks to your soul using your natal planets/houses.

While it's true that reading the astrology chart is best to be done by yourself... I think that it is also extremly hard. There can always be details which someone cand miss, due to lack o experience. That's why I think that if they are very skilled persons, who have the time to help others it would be great ( of course noone is expectig it to be free, because great talent should be rewarded).
Can you read a manual and learn to craft a chair? Yes. But can you craft a better chair than someone who has been crafting chairs for 30 years? Most definetly not.

The ruler of your chart is the planet ruling your Rising Sign, aka the sign at the cusp of your first house. In the modern system, the rulers are

Aries - Mars
Taurus - Venus
Gemini - Mercury
Cancer - Moon
Leo - Sun
Virgo - Mercury*
Libra - Venus*
Scorpio - Pluto
Sagittarius - Jupiter
Capricorn - Saturn
Aquarius - Uranus
Pisces - Neptune

Your chart is also co-ruled by any planets present in the First House. The movement and placement of these planets is particularly important in your chart.

*I personally believe that Virgo and Libra are ruled respectively by Makemake and Haumea, the two closest bodies after Pluto. Eris, the "thirteenth planet," is likely associated with Ophiuchus.

If your 3rd house is in Gemini (the cuspid = point where your 3rd house begins), and as Mercury is the Gemini's ruling planet, this means your 3rd house ruler is Mercury.
The 1st house ruler is Your Ruler
The planets next to your Sun are in conjuntion with your Sun, so you will have to read Azazel Asrology and look for what this conjuntion means; they will affect the house they are in.
