Sealed Chakra

I can't find any onfo on JoS about how to open a sealed chakra. What is the difference between a sealed chakra and a blocked chakra?
Is the best way to open a sealed chakra the same way as opening a blocked chakra?
Is this chakra still strong, but you don't have access to the energy being sent to it?
