Runes and Races

Runes are part of the White Culture, and were used by our White Ancestors. HP Mageson also said that they are tied with the Aryan Soul. So my question is, are Runes more effective when used by a White person? I saw that the ritual for the Black Race don't include Runes, but Egyptian Mantras.

I imagine it is more powerful. Like how Jews have the hebrew alphabet that they are tied to and get power from, Runes are our equivalent.
