Is it possible to mentally vibrate runes, vibrate and not pronounce?

Yes, it will be less effective than vibrating loudly but, yes.

Also it will get stronger the stronger your intention and feeling grows.

Yes, you can. But you'll need more concentration.

You will still need to vibrate them in detail and not cheat by skipping vowels/syllables inside your head, as this will minimise the power of the ritual. The gym works in the same way, if you cheat on the last reps, you will have "done" them but they won't be effective.
