Ninth Enochian key?

I am a little confused on the context of the ninth enochian key. could some one help with this? Here goes the part I am confused on;

"Cursed are Jehova; he who sits on the holy throne and are his servants! whose iniquities are in their eyes millstonrs greater than the earth, and from their mouth rain seas of blood; their heads are covered with diamonds and apon their hands are marble sleeves. Happy is he on whom they frown not; for why Satan Lucifer rejoiceth in them."

Please help me to understand this. Hopefully I am not being blind and stupid to this. However if I am feel free to tell me so.
