For many reasons that HPs Maxine has explained as a reply to a similar question:

1)People didn't have as much knowledge as they do now and they needed to know a lot of things before the Gods could make a connection to them and impress the importance of the RTRs and what they do. This whole concept was alien to them.
2)People were too busy fighting wars, managing politics and surviving to study complex esoteric concepts. Especially people like Hitler.
3)Most people who came to the Gods were just selfish. HP Maxine said that before her no one came to the Gods and genuinely wished to help them. She was the first person in our modern era to do that. Most of them when coming to "Satan" (as they knew him at that time) cared only about what they could get from him instead of wanting to help him in any way. There are still many people now who think this way, as you can see by the many people who come here and think he is a genie who can grant all their wishes.
