I doubt any strong Gentile soul would deliberately instruct his troops to rape all women in invaded countries. That's enemy behaviour and it only happens when the enemy is in charge.

Herr Hitler, for example, was strongly against it, to the point of having severe punishments for anyone discovered doing that.

It's not really a part of war. Lord Ares would turn His back on anyone who sanctioned disgusting behaviour like that.
