Storm Spell?

Hail my brothers and sisters,
As many of us in the southern region know, the heat levels have reached record highs and are only going to grow... Has anyone discovered a working way to cause a storm to help with the droughts and heat?

I would believe one must: raise their energy(I prefer RAUM meditation) then uses the "Thorisaz" rune to tune the energy and affirm "I am using powerful white-gold energy to create a safe and strong rain-storm in my region."

I will be doing this working, and would appreciate your input and experiences.

It's a VERY nice idea as I like the rain, and we have cooky weather here it typically only rains when it's winter...

This still works to a degree as the earth retains the water but it's doesn't help when it's scorching hot in summer. It typically hits 100-107 or more in full bloom summer. I would imagine that you would need a tremendous amount of psychic working along with the energy to back it such as a coven of very powerful Witches. Probably not likely to manifest anything, although if you still wish to go ahead. this topic has been addressed here before once.. I think.
