Is this a strong placement for the sun in a natal chart?
Is the strength comparable to an exalted sun or a sun in its home sign?

It is strong, being on the point of the solstice. As for the strength of the placement, this depends on the rest of the chart, such as aspects to other planets (Jupiter, Neptune, Saturn, Mars, specifically).
