A friend gave me a pendulum, an was wondering what is the best planetary hour to bless it,i thought Moon at first then, I thought maybe Mercury was a good hour,wasn't really sure

Planetary hour is not important, go for esbat or sabbat. Full Moon or Satanic holiday, Spring Equinox is next week, that's a good time

I guess I'm still new sorry I thought most spells were to be preformed on same hour for 40 days like the planetary squares so if I did the spell on Equinox does the same hour matter or just that I did it that day I'm a little confused

Not everything needs to be done for 40 days. Blessing a pendulum or anything like this is just done once, in a ritual. You could do it in hour of Moon if you want, but it's not as important.

If you wanted to do a working to improve your pendulum skills, such as with Perthro rune, then you could do that for 40 days.

You'll get the hang of things after a while of being here and practicing

can i ask a question, i have been doing research on how to preform certain spells, the one i was interested in holidays say i wanted to do a spell on beltane an i wanted to do a 40 day spell, do i just preform it on the same time i began on beltane,
i know planetary hours aren't as important unless doing soul work, an such but how would one do such a spell, im doing as much research as i can, theirs even some spells some do every sunrise its interesting,

If you want to do a daily working, then do it at anytime within the planetary day (sunrise to sunrise). Try to do it during a planetary hour that correlates to it, but it is not necessary, just do it daily
