Not sure how much is true, but paying $39 to kill stray dogs. Any that isnt on a leash is a stray,
They said its to prevent spread from the virus.

Some dont agree with it and government trying to say its not about that. Its a way to control the dog population.

They're already perfectly okay with killing their own that are infected, don't see why they wouldn't be willing to broaden the perspective.
