Yes. It's confusing for many people because they think to visualize correctly they have to see something physically when they close their eyes. When it's nothing more than imagining and creating a mental picture. Everybody can do that. When you ask somebody a question that is based on a visual detail, they have to visualize to answer your question, if they couldn't visualize they wouldn't be able to answer it. The visualization exercises on JoS aren't really about learning to visualize, but about retaining the visualizations for minutes. An average person can't sustain them for long, although everybody can visualize.
