Kuan Yin is a late personage of later mythology. But these regions - China and Tibet - have more Ancient mythological figures like that. For example, Tibetan Bon Shamanic religion has its own Mercy Goddess who is known to grant free path (free pass or takes away obstacles from your way) to her devotees, and this very correlates with rune Berkano action on the soul, which belongs to Lady Lilith. Some Ancient Sumerian myths (providing they were decrypted right) describes Lilith and her motherful qualities in the very same way:
Mother usually eases the way of her children letting them have everything their way in less hard way with less hard effort. She eases what they have on their plate. So yes, Kuan Yin's characteristics and legendary spiritual power very much correlates with the motherful nature of many our Goddesses including Lady Lilith.
