Crows congregate in large groups called "parliaments" or sometimes "murders". It's often a noisy gathering because crows have a rigid society with equally rigid rules and, highly intelligent birds that they are, they actually "hold court". When you see groups of seagulls with some crows among them, it is usually because (or so I've been told) because those crows have been exiled by their group or parliament through "due process" i.e. crow law. It appears exile and in some circumstances even death is the result of a "guilty" verdict depending on the gravity of the offense; whether there are any lesser sentences, who knows ...
