do tight aspects to the ascendant change the appearance of a person ? lets say for an example someone has ascendant conjunct pluto at a tight degree can that change your appearance ?

Yes. Any tight aspect of the Ascendant by Pluto will make you more Scorpio-like in appearance, if it is within the 1st House it is also one of your Chart Rulers.
