Do the signs the planets are transiting in matter or just the houses in your natal chart (for solar/lunar returns, and in general)

Like mars is solar return in my 2nf scorpio, does that mean i will be obsessed with money? When venus was here it didn't do much, but Mars is domicile

I think there's a misunderstanding here. The planets here are potential that show up in a period of your life. It's not that Venus didn't do much when it was in your 2nd house: it's that your actions didn't align with beneficial implementations of those energies in your life. If you also didn't have harmful manifestations, the planet was effectively neutered: the potential spoiled, which is unfortunate. Either that, or you're not fully aware of how the influences played out, which is the most likely case.
