in a constant state of serenity (within reason) how to cultivate this trait? specific habits or meditations/workings

Yogic basic breath can bring stillness to your mind. As when you still the breath, your mind also becomes still.

But there is very much to work upon to have substancial serenity.

This can come with confidence, with strong body, strong mind, with skills of controling the mind, with being knowledgeable and experienced in the path.

You have to do what is needed and walk the path, serenity comes later when you settle in advancement, are familiar with it, when you start to understand the life and basically start living it at ease.

So build yourself and get there.
 
Given serenity just means long-term peace of mind, then I don't think you can be in constant state of serenity. You can be most of the time in this state, but there will be moments where you will feel anger, sadness, etc. And how to achieve this? Void meditation for calm mind and just meditating in general so you will be at higher vibrations and will be able to look at things with higher consciousness and don't have unnecessary reactions.
