So why was the September 11 attack not prevented?

Why was WW1, WW2, killing off Gadaffi (migrant crisis), Russia becoming a communist state,.... prevented ? because it served the jewish purpose. To enlarge their dominion. In the case of 9/11 attack to drag the USA into wars with islamic rival states off Israel.

There was nothing to prevent. It was an enemy occult activity to further their agenda.

The enemy controlled this agenda at all levels of government in the United States and in the media.

One of the main goals of the enemy, which they forget to mention, is the introduction of Gun Control Legislation in order to gradually, step by step, take away from ordinary Americans the right to carry and use weapons, enshrined in the Second Amendment to the United States Constitution.

Similar of terrorist attacks were in Australia or New Zealand (in Oceania), in order to tighten the Legislation on weapons, there is indirect evidence that terrorist attacks in Australia or New Zealand (where exactly I do not remember exactly) could be organized by Jews working in special services, or controlling them (among subordinates of the Royal Family).

Legally, the Special Services of Australia, New Zealand and Oceania, as well as Canada and the United Kingdom, including as the armed Forces are controlled by the Royal Family, possibly by the Rodschild clans, who throughout history were among the close ones as managers of the French and British royal families (harming both), especially in the Napoleonic Wars.

In my opinion, the danger for Australia and New Zealand comes from China, for example, if China starts invading the islands, and ordinary citizens and the police (New Zealand police carry batons in public places) do not have firearms, then it will be very difficult to effectively resist even a small group of invaders, for example, if China lands small groups of Special Operations Forces to carry out the invasion unnoticed.
