I want to know that since a specific planet rules a zodiac sign, then why is it that everything about a planet in a zodiac may be stronger in one person and to the other person who are of the same month and same zodiac sign they may be different? Just clarification.
 
You seem to confuse the SUN SIGN with the sign another planet is in. When people normally talk about one's Zodiac sign, they mean their SUN SIGN. These are two different things. For example, both people may be born when the sun is in the sign of Aquarius between late January and late February, but the Mercury may be in a different sign in later February than an earlier one. The sign which Mercury rules has to do with the sign that the planet Mercury is in, not your sun sign. The same with different planets. For example, now Saturn is in Libra but Sun is in Aquarius. Saturn is exalted because it is in Libra, the Sun's sign doesn't affect Saturn. After a month, Saturn will still be exalted in Libra while Sun will be in Pisces.

It also doesn't only depend on the zodiac sign where the planet is in, but on the house placements as well. The planet may be on a different house if a person is born 5 minutes later, and the exact time of birth affects many things.

What it means of a negative aspect? What is a negative aspect?

When a planet conjuncts Saturn for example.

Like I said, I was gone for like a year because I had problems signing in... to answer this question I'll give you an example from my natal chart so a negative aspect in my natal chart is SUN square MARS and that refers to the degree that they are apart.
