HP Maxine has already stated that she's working on a pdf file for the JOS. She just has to update parts of the site first because a lot of it remains in the state it's been, which means some of the information is old and outdated. So I would wait for her to update.
As for the ebook, this has been discussed many times over and lots of people say it's a good idea but it hasn't been created yet.
As for what we think about the kundalini or the serpent, here is a direct quote from the JOS and a couple of links.
