when saturn comes to the first house of any ascendant ,it generally causes heavy problems ,But since saturn itself is the lord ,ruler of both of this ascendant ,when both these ascendant people get saturn transit to their first house will not both these houses suffer since their lord himself is saturn?

Transiting Saturn in the first house is negative, even though it is your chart ruler. In fact, I would say that given the fact that on the first house one has Aquarius or Capricorn, the effects of Saturn can be more malefic being in the home/ruling sign.

No. The effects are the "same".
