These things are not so set in stone. People with retrograde chart rulers are sometimes considered "late bloomers" because they are kinda retracted, have trouble being "out there" and it takes some time for them to learn how to deal with this in a good way.
The issue with this person you mentioned is that Capricorn is already a very "retracted" sign that tends to hold itself back pretty hard on most things, the fact that its ruler is retrograde only accentuates that more. It's something that may delay many things in his life, but depends entirely on him (and the rest of his chart) to change it and break free of that pattern of behavior. Retrograde planet issues feel very personal to those who have them, it's all very internal. With Saturn being the planet in question, retrograde AND in Aries though, it's likely that he has serious self-esteem problems and these may very well be the root of many of the delays in his life - he doesn't trust his own power to take action.
Saturn in the fourth house can mean delays or troubles finding a home, but it's usually more related to issues within the home one already has or problems with one's family (ruled by the fourth house). This is someone that likely had an unhappy home environment early on and this feeling is carried throughout his life. Whenever this person is at home, wherever that may be, they will feel the burden of their Saturn. Saturn also brings obligations, which may mean that this person will probably take some time to break free from their family environment or their current living situation because they are needed there. A common manifestation of this is having to take care of elderly parents or relatives at home (which are also ruled by Saturn). He may resent this very strongly but may also be unable to break free of that easily.
