Idk anything about Falun Gong, but is this true, and does it apply to chakra spinning?: I've been rotating mine counterclockwise

I spin them clockwise, like the ones pointing downwards, viewed from above, spins clockwise, the upward pointing ones spin clockwise as well if viewed from their own perspective, but if viewed from above, they spin counterclockwise. Or at least this is how I do it.

I did that for a while.
The old HP said that the Falun is the Solar Chakra. But I don't believe that, because it's just a simplification of the chakras.

Yes, the Falun does all that.
The chakras also absorb energy from the universe and transform it into energy that is compatible with the nature of the chakra.
You don't have to visualize the Falun spinning for it to spin.
Chakras, on the other hand, need to be visualized.
Visualizing or forcing the Falun to spin is not recommended by the "master" himself.
