I'm a woman who cares a lot about other people's opinions and also who's really vain. I'd like to shave my head just to see what it's like and then let it grow back, healthy again, it's long normal hair. But I'm ashamed of what they'll think and how they'll see me. I live in a city with 5k inhabitants.

Of course you are allowed to do whatever you want and it is your choice. But I assume that you would not actually like it if you shaved your head. If this is something that you would actually really strongly want to do, then good that is fine. But if it is just a way to try to be rebellious against other people to try to prove to yourself that you don't care about other people's opinions, it is not the best choice. There are other ways for you to be strong about your beliefs and not be altered by other people's judgements that would be more useful to yourself.
