Hello. My natal Venus is at 10.30 degrees pisces and my ASC is at 13.40 Leo. Can we say that it gives destructive effects from 9 degrees of pisces and 15 degrees of Leo? After all, the orb is less than 2 degrees. Or does it not work that way? Thank you.

2 degree orb is used for fixed stars usually. Strictly saying there is not such things as "orb for a degree" as well as "other aspect than conjunction to a degree" because these are logical nonsense, degree is a degree, one degree is not other degree. Yet there are other things that lies behind most degrees we consider critical and and they can have vibration that extents. For example astrologers consider such things as 7 and 8 degrees Virgo Pisces, but they are not "orb" in what we usually understand as orb, but are of their own. For their own reasons. They are actually an aspect of their own. Just 8 degree has very specific reasons behind it. Its like saying that 21 Dec is Solstice yet Zeus' day is 23, not 21. It might be even more powerful. Nature is not always that symmetrical.

So no, these things usually do not play in a way of that other degree, every degree is specific, but the fact of closeness to the "well" might make them somewhat influential too, so anyway better cleanse your points connected to them in a way you usually cleanse in Saturnalia.

I can't say about 10°30', my perception is it is out of range, being way over 10°
