Hi. Can I take vitamin d3 up to 1000ui without risk and without taking vitamin k2 as well?

The article you found is true. Everything needs to be balanced in the body. Vitamin D is hard because its main source is from the sun. Food sources don't give enough to be viable. I would recommend just shooting for a "moderate" dose of D3 where you are safe from both deficiency and excess. If you only have 1000iu capsules, for example, then just take them every few days.

Your can get vitamin D from dairy products like milk, cheese, and even some butters. Some grocery store brought mushrooms contain a lot of vitamin d per serving as well and low in calories. Also, you can get vitamin D sitting out in the sun. The body does something with the cholesterol in your body and the uv lights from the sun to produce vitamin D.
 

That should only be a issue when taken on an empty stomach and without cofactors (other minerals, vitamins). People still take even very high doses this way (some doctors prescribe weird dosing like 20000ui weekly) and it does not kill them (probably does not help them either).

Take it with food and other supplements, if you take any. 1000ui is so little, that it should be safe anyway though.
 
During winter period I take at least 3600IU every day. That translates to 90mcg. Most usually I take 100-150mcg daily. This depends what kind of supplement I have. Currently I have 30mcg capsules so I take three.

After spring equinox and until about fall equinox I spend a lot of time outside with shorts so there is no need for supplement. For the past two years I have had tan lines over the winter. I recommend being outside as much as possible.
