Saturn Transiting empty houses

I understand that the energy of Saturn will still merge with the Sign and House it is found during a transit, but if there are no planets in that house will the damage be weak or still significant/damaging? Or actually helpful?

Are some Saturn transits useful (such as below) and how do you identify which one's are actually beneficial vs. purely destructive? I imagine the latter would apply mainly to malefics? And I assumed the effects would be comparable to the description in Azazel's Astrology of someone who had Saturn in their 6th House + Pisces and extrapolated the effects to being similar to what one could expect from a transit... is this the wrong approach?

Also, if someone's Saturn is transiting their 6th house of Pisces (with no planets)... Will this lead to workaholic tendencies because of the 6th House placement—and thus, a somewhat positive result—or will the presence of Pisces weaken and undermine the tendencies towards productivity/workaholic into the opposite?

I recently saw a transit of Saturn in the empty sixth house, which brought continuous problems in his life, health-wise.

The outcome of the transit of Saturn will depend on "the action" people take, with the topics related to the house in which Saturn transits. And also what kind of knowledge one has about it. This also applies to other planets, such as Pluto, Neptune and Uranus.

I have seen many times seeing the "same" transits among several people and having different results. The difference many times was made because of the kind of "action" and "knowledge" they had about it, as explained before.

Is the power of a transit seriously amplified when it crosses a specific "degree" on the chart as it's rotating around over the days and months? Like when it aligns with your natal planet on an exact degree it is amplified, but weaker when it first enters the house/sign if your planet is at the other end of the cusp?

Is one's own action, in the absence of energy work enough to offset these effects, say, in the case of "normal people"? Regardless of one's natal chart, is it possible to overcome in this way or are some people just doomed without energy work?

What kind of things in the chart should one look for to know how the issues will manifest specifically in the above case>?
 
Yes. Degrees and orbits are all important factors.

It is very difficult, because normal people have no knowledge on the subject. You cannot create a "strategy" to solve a possible problem if you do not know how things are.

It is like, for a blind person, avoiding a pothole without "outside" help.

One must control everything. The events that occur in one's life depend on the actions people take. And based on the actual knowledge, which the person possesses.
