Is Isakov jewish surname?

It is a Slavic-Jewish name. However you can't jump through conclusions just with a surname. While it most likely belongs to a Jew whose ancestors lived in eastern Europe at some point, you need to remember that some Gentiles pretended to be Jewish for a chance of getting out of USSR.
 
From what I'm seeing, no. It just means 'son of Isaac' and tons of hyper-religious Russians gave their children that first name.

Isaacs and Isaaks however is a common last name for Russian Jews as it comes from yiddish.

Most likely a russian name. As much of the Russian people have been heavily indoctrinated into christianity.
