Is it so that for example 4chan owner is Japanese, and then USA can not shut it down, they can only block it in USA, but they can shut down sites what belongs to Americans: Stormfront, Gab etc?

I'm not too familiar with the inner machinations of the Deep Web, but from my understanding it can only be accessed by certain browsers that obscure your IP address by using VPNs in several countries on at least 4 different nodes. The original Joy of Satan site is perfect for this, as it only uses basic HTML and css scripting. However, forums will have to function on the most basic level possible. Forums of any kind use a database system called MySQL, which is how this forum functions as well. You can tell from the URL, where it'd say "/page.php?topic=(number)" for example.

It's possible but it'll run very slowly.

It's possible but it'll run very slowly.

MySQL happens on the server, so it doesn't care if you're using VPNs or proxies. The speed depends only on the specs of the server computer(s), not on the connection.

When you request a forum thread, the ancient-forums server generates an HTML page of the requested posts using MySQL and PHP. This HTML page is then sent to your computer at the same speed as any static HTML page. I am currently using these forums over Tor, and it is not slow (but images sometimes take a second to load).
