I used to use them daily on their respective chakras. Don't wait for ideal times to do your practice, instead use the chakra day/hour to focus on weak chakras. Don't let those good times be your only practice, however. It is not practical to only do empowerment on only those times.

I don't have a huge amount of experience. Which Sanskrit mantras are you referring to?
In my opinion, the Sanskrit are generally stronger for chakra empowerment. I would assume this follows for other functions, as well. For example, based on Lydia's experience with Visuddhi, that seems more efficient than Saulo or Surya. Munka seems to be a favorite for ending negative karma, as well.

I've used the necronomicon mantras before and I felt that it wasn't anything special and I doubt that it's even little bit strong. I am of the opinion that beginners shouldn't even concentrate on vibrating mantras into Chakras everyday. Just Chakra breathing would be fine. I thought that might be what you were asking, but was confused by the wording on the original question.
The Sanskrit are definitely stronger, and I think that is backed up by the fact that they are used for the chakra opening as well, as opposed to the Necronomicon. The Sanskrit ones all feature the "au" sound, which is said to be stronger as well.
For someone who is new, the only concern with jumping right into the Sanskrit is that they can be overstimulating, possibly producing a headache or something.
I don't think there has to be a huge waiting period, either. One can jump from high reps of Necronomicon to lower reps of Sanskrit, for example, then build back up.

Ok, I will keep this in mind when I talk to noobs. I agree that void is critical. I was envisioning someone doing these things simultaneously, but I agree that lots of void should be made as a bit of prereq for further empowerment.
I will have to balance that with my other idea of trying to power up noobs as fast as possible so they can do workings for increased willpower and productivity.
