First off i want to know what i'm dealing with before i can make any action against the source itself. Second i would inform the populace about the pandemic in a calm and easy to understand manner, So that the people know what they are dealing with and how to protect themselves. Also i would restrict incoming travel, Just to avoid or slow the spread of this decease.
The last thing i would ever do is restrict the people or force rules onto them, Most important here is to know what you are dealing with and to make sure the people are as healthy as possible.

But people all of a sudden want lockdown measures so incredibly extreme that they want to ruin the global economy. I'm the type that'll snap and say "Fine, have it your way. Scenario 1: REAL PANDEMICS with real dangers minimal divine consultation
1. Hypothesis: there is a real pandemics.
2. Create a reliable testing method, unlike PCR and rapid testing. Accumulate quantitative data to see how widespread the symptoms are and fact-check them.

3. Gather even more data to ensure the theory is substantial and make longitudinal studies, and fact-check them.
3. Law: there is a real pandemics, substantiated by critical longitudinal studies.
4. Initiate pandemics protocols, all acting at the same time:
• Consult Gods specialised in medicine
• Identify the source in order to create a solution
• Apply certain restrictions that do NOT undermine public health, unlike current restrictions.
• No lockdowns.
• No shutting down sports facilities but only limiting the intake, without ageism restrictions and without audience
• Free testing for everyone, compulsory for certain professions and for international travel (both upon departure and arrival, directly at the airport)
• No shutting down businesses, as ALL business are essential
• Complete transparency with the population and hefty fines for the spreading of fake news.
• No "Stay at home" measures and slogans as, contrary to popular belief spending several hours sitting and lying is unnatural and a threat to public health. Not to mention, staying in a contained environment WEAKENS the immune system which is more disadvantageous than reducing infection rates. Not to mention about 2/3 of the population would have mental health issues caused by a reduction on social life.
• Places of education keep going as normal OFFLINE
• Abrahamic places of worship are closed. No religious funerals, religious weddings or whatever other function.
• Healthy sanitation measures and checks made available copiously.
• No masks. Most masks are harmful, as you breath back in carbon dioxide which poisons you. Those who are adequately will neither be enforced nor recommended as the virus is too small to fit through it anyway. People will be free to decide whether to wear them or not. Businesses would not be able to enforce them nor coerce people into wearing them (e.g. supermarkets, airports, public transportation). Marketing campaigns promoting them disproportionately and with unsubstantiated claims would be fined and legally prosecuted (swiftly).
• Serving alcohol in pubs and local restaurants would be banned, even as part of a substantial meal. Price of alcohol in stores would be heightened to at least £10 every 100ml, price of cigarettes to £10 pounds every cigarette, price of tobacco raised to £10 per each gram. Official information would correctly report that forms of self-harm like that increase the risk of dying of the virus.
• Vaccines are made available for free as soon as they've been sufficiently tested

You want a alternative and a solution about our current situation? Why didn't you say so sooner, The answer is simple: Take out the jews/reptilians and reclaim our home.
