Okay, I don't know if this theory is correct but it seems to add up for me personally. It could be total bullshit, so I'd appreciate if someone could provide correct information.

Azazel's Astrology page is the main referrence:

1.
Okay, let's say, for example, along the zodiac wheel of your natal chart the Taurus section is majorly occupied by the 8th House.

2.
The ruler of Taurus is Venus... If you go into Azazel's Astrology and lookup the description attached to Venus in the 8th 8th House + Taurus, it seems to accurately pertain to several characteristics of my the individual's personality or else relates to characteristics they desire or are working towards cultivating.

3.
As an example, here is another approach I discovered, although it could just be bullshit idk... let's say, for example, someone had a 1st House Libra Sun. The ruler position ideally would be in Leo. So, look to where Leo is in the chart, let's say, in the 10th House, and look-up the characteristics of Sun-Leo in the 10th House and you'll find the description pertains to what the individual wishes they were more like. Or trying to be like. Or working towards. Or some other detail such as a sensitive topic (e.g., their masculinity).

#Note: this particular individual also had their true node in the 10th House, so I'm not sure if that's skewing the result or actually encouraging it.

Conclusion:

- Information about the personality is provided by the signs along one's natal zodiac wheel, of which, are automatically influenced by their rulership planets regardless of the proximity of said planets positions to their signs.
- Likewise, reverse engineering the process can also provide you information about the individual's desires and/or sensitive topics.

I'd like to note:
- The information obtained through this method is less accurate, but there are many things which seem to correlate, and still a pattern can be found and thus be considered more likely to be true/valuable in a particular reading.
- I'd imagine this type of approach would require more close collaboration with the person asking for the reading to actually be productive, almost arm chair psychologist style.

One thing I know about astrology is the sign cusps definitely have an affect on the person. For example: Howard Unruh - child killer - ruler of 8th in 5th. Edmund Emil Kemper - serial killer, murderer and mutilator of teenagers - Aries on the cusp of the 8th house with its ruler mars in the 5th of children. William Heirens - child murderer - Aquarius on the cusp of the 8th house, with its co-ruling Saturn in the 5th. Neptune in tight ruling trine to chart ruler moon. And others...

So those that have a planet in the 5th house, with that planets ruling/co-ruling sign cusp in the 8th house of Sex and death have been violent towards children many times. So I take that and try to learn how having a planet "Over here" can mean when it's the ____ house ruler. So if someone has capricorn cusp in 5th house, making Saturn the 5th house ruler, and the person's saturn is in the 10th house my idea is that person may have a job thats strict on kids, like a disciplinary (of course there's more that goes into it though). That's just my interpretation, and I might be wrong on the saturn bit. But yeah, what you're saying makes sense to me and thats how I look at charts too but thats how its meant to be done I'm sure. :)
