If you're referring to vibrating these according to the Rituals towards our Gods and Blessings, then of course you can.
As far as performing your own workings using these Runes, you definitely can as well, you just first have to consider how plausible and confident you feel that the workings will succeed. Internal workings using the Runes are always going to have some notion of a positive result, especially when done consistently for a 40, 80 or 90 day period. However, material workings are another matter, especially when you're looking for specific results. You have to ask yourself for the level of power needed, do you have it?
-- Several years ago, Father Satan spoke with me concerning healing. I had a problem and he told me at that time: "You are not strong enough." I had a heavy radio sitting beside me and he stated an example: "Try moving that radio using a sheet of paper." Obviously the paper would have crumpled.

Her message was in regards to Satanic Healing but the point still stands.. Runes as powerful as they can be, also derive a huge portion of their strength from the individual vibrating them, so keep that in mind.
