About Witches Sabbat purification

There is one thing that I don't quite understand about this witches sabbat purification. It is said that the full cycle should be started on Friday or Saturday on the New moon ... But what is the new moon exactly ? Can 358° or 359° moon be considered a new moon ? Or only when it passes the point of 0°? The reason I'm asking because in my country on Friday night moon becomes NEW but at the same time it also becomes Void until Saturday 18:45 p.m. But at 18:45 p.m the moon is already 8° ... So, is this 8° moon still considered a new moon? Which is better , to start the cycle before the void of course moon on Friday night when the moon is 357-359° or after the void of course on Saturday at 18:45 p.m when the moon is 8° ?
